The Monitoring Committee is a practical manifestation of the partnership principle in the AMIF 2021-2027 funding period. As a nationwide forum, it facilitates dialogue and the joint shaping of the AMIF 2021-2027.
For the funding period 2021-2027 of the Asylum, Migration and Integration Fund (AMIF), a Monitoring Committee was established for Germany. This committee is responsible for reviewing and implementing the AMIF 2021-2027 programme and, in line with the partnership principle, is to ensure that key decisions are discussed and agreed with representatives of civil society and the Länder.
The AMIF 2021-2027 Monitoring Committee was constituted on 28 April 2022.
The legal basis for the establishment of the Monitoring Committee is Article 38 of Regulation (EU) 2021/1060 of the European Parliament and of the Council of 24 June 2021 and Article 4 of Regulation (EU) 2021/1147 of the European Parliament and of the Council of 7 July 2021.
What are the tasks of the AMIF 2021-2027 Monitoring Committee?
The AMIF 2021-2027 Monitoring Committee, as a nationwide forum for dialogue and organization, examines, among other things,
- the implementation of the programme and the achievement of its objectives,
- the factors influencing the progress of the programme in achieving its objectives,
- the contribution of the AMIF 2021-2027 programme for Germany to addressing the identified challenges.
The Monitoring Committee approves, among other things,
- the methodology used for the selection of projects,
- the annual reports,
- the evaluation plan and
- the Managing Authority's proposals for programme amendments.
Different social, political and cultural points of view as well as existing commonalities provide the diversity needed to develop balanced, compromiseoriented decisions in partnership. The members are continuously informed about current projects, planned developments and previous changes in the programme.
Who is on the AMIF 2021-2027 Monitoring Committee?
In accordance with Article 39 of Regulation (EU) 2021/1060, the Monitoring Committee is composed of participants from the Federal Government and Länder administrations, welfare organizations and civil society. Representatives of the European Commission, the European Union Asylum Agency (EUAA) and the Migration, Integration and Asylum Research Centre of the Federal Office for Migration and Refugees participate in the committee as advisory members.

The existence of a large number of project executing agencies and projects in a complex funding environment is synonymous with the generation and processing of a lot of important data and information. To enable the Monitoring Committee to fulfil its function in the best possible way in the AMIF funding period 2021-2027, it is necessary to provide it with this information comprehensively and continuously. At the same time, the Monitoring Committee is obliged to apply the principle of transparency in accordance with the relevant European Union directives (cf. Article 38 of Regulation (EU) 2021/1060 of the European Parliament and of the Council of 24 June 2021).
The national provisions of the General Data Protection Regulation (GDPR) and the Federal Data Protection Act (German: Bundesdatenschutzgesetz, BDSG) also apply accordingly.
